You also have to bring your island's status up to 50% by building bridges, roads, etc.

I have almost all the requirements :/ i still need the blue feather, and i unlocked everything in my town..except the rice paddy feilds or whatever. i'm working on making vaughn mine >:3 it'll take a while though...T~T
