You have to ring the Blue Bell to return the power of water to the island. After you ring that, you'll be able to buy a boat ticket from Ozzie at the fish shop, give it to Pascal, and go to Toucan Island. There's a series of events involving Selena and her parents that will be triggered the first time you go. She runs away from Toucan Island and gets a job at Hayden's Bar, but feels bad and asks you to give a letter to her parents. Go back to Toucan Island, give the letter to her parents, and they'll give you a hibiscus in return.

You can do the first three bells in any order. The Green Bell comes after Blue, and the Purple Bell is last. ^^
